I really dont know what you are talking about with the service bulletin / SB-16-023. Im someone who take calls in a call center and many customer experience this trouble. If you tell me where to check, i'll get the information. I'm trying to find the solution and help the administrator with this trouble.

@frnkblk that may be but I was thinking more along the lines of PREM-15768: With video running across a full-bridge interface, multi-cast traffic for a specific channel stops flowing on sub-tended devices. This is resolved in 11.1.130 +. This was specific to losing channels on specific STBs off of the 844. Some STBs would get the channel and others wouldn't. I've attached the release notes. I would suggest upgrading to 11.1.130 or to the latest 11.2 and going from there.
